Summary: Wrong statement about XMLDecl in xmlwf.1 and xmlwf.sgml

Initial Comment:
The manual page (and its source xmlwf.sgml) state in the BUGS section, that an XML document without an XML declaration is not considered well-formed. This is wrong. See

The attached patch should fix this. Please don't forget to recreate the manual page xmlwf.1 as the patch only applies to its source.
